Subgroup members are NOT limited to members of the group. When we were creating seminar groups (subgroups of a course group) we noticed that you could add ANYONE listed in GlobalNET to to the group. You aren't limited to the mebers of the Course or even the Marshall Center. As a test I was able to add A TAF (NATO School) to seminar 8

It does make sense. By your logic, if I want to add an expert from NSO or APCSS to a specific group, which happened to be a subgroup of a course or another group, which belongs to a program in an organization, I have to add this person to the organization, the program, the cousre/group and then to the subgroup. What if I do not want him to have access to everyting in the organization or program, but just to be part of conversations of this specific subgroup? Technically, the subgroup is a group, which can be located/moved anywhere on GN. We can re-organize the structure of the org or program at any time... we can take this subgroup out of the course for example at some point and make it live independatly on a higher level and even in a different organization.
This does not make any sense. By definition a subgroup is a smaller group belonging to the larger group to which it belongs. So we shouldn't be able to add people to a subgroup unless they are members of the larger group. For example - we shouldn't be able to add people to a PSCC 18-02 seminar group unless they are members of PCSS 18-02. There is too much room for error when adding people to the subgroup when the pool is every single member of GlobalNET.
This is by design. You could be member of a specific course/group/subgroup and still not be member of the organization. It's up to the GM who is going to be member of his/her group.
