Last week I was honored to join Assistant Secretary of State for Africa Johnnie Carson for an important program at the U.S. Institute for Peace here in Washington, D.C. where he described U.S. policy towards the Lord's Resistance Army. Because it represents a new and promising approach to a conflict that has raged for far too long and claimed far too many innocent lives, Ambassador's Carson's remarks below are well worth reading.
