The ADMM-Plus Experts’ Working Group on Maritime Security (EWG MS) plays a key role strengthening understanding and practical cooperation among the ten ASEAN and eight Plus Members in addressing shared maritime security priorities. This important role is played in a context that is increasingly dynamic and complex. Rapidly evolving security, economic and technological trends are likely to re-shape the maritime domain significantly in years to come.
The EWG MS Maritime Security Conference will facilitate an improved shared situational awareness of the broader maritime domain. The Conference will feature keynote and expert speakers discussing in an academic setting relevant trends, implications and potential practical cooperative opportunities for EWG MS Members’ discussion and consideration.

Gregory B. Poling
Senior Fellow for Southeast Asia and Director, Asia Maritime Transparency Initiative
Area of Expertise: Asia, Defense and Security, Governance and Rule of Law, Southeast Asia
Gregory B. Poling is a senior fellow for Southeast Asia and director of the Asia Maritime Transparency Initiative at CSIS. He oversees research on U.S. foreign policy in the Asia Pacific, with a particular focus on the maritime domain and the countries of Southeast Asia. His research interests include the South China Sea disputes, democratization in Southeast Asia, and Asian multilateralism. Mr. Poling’s writings have been featured in Foreign Affairs, the Wall Street Journal, Nikkei Asian Review, and Foreign Policy, among others. He is the author or coauthor of multiple works, including The Thickening Web of Asian Security Cooperation: Deepening Defense Ties Among U.S. Allies and Partners in the Indo-Pacific (RAND Corporation, 2019), Building a More Robust U.S.-Philippines Alliance (CSIS, August 2015), and A New Era in U.S.-Vietnam Relations: Deepening Ties Two Decades after Normalization (CSIS, June 2014). Mr. Poling received an M.A. in international affairs from American University and a B.A. in history and philosophy from St. Mary’s College of Maryland.
Lori Forman
Ph.D. - Development Advisor and Professor
Area of Expertise: Development Assistance, Economics, Public-Private Partnerships and Civil Society
Lori Forman joined the Asia-Pacific Center for Security Studies in August 2011. She brings to the center a unique international background in corporate, government, academic and non-profit sectors. An expert on international economic development and foreign aid, Dr. Forman has extensive field experience in sustainable development, labor mobility, civil society and public-private partnerships. Dr. Forman served as a visiting professor at Keio University in Japan in three academic years. Most recently in 2009-2010, she taught a graduate seminar on public-private partnerships while conducting research for her doctoral dissertation on the same topic. In the 1999-2000 and 2000-2001 academic years, she designed and taught courses on the management of non-governmental organizations (NGOs) and their role in international affairs and global governance. Before coming to APCSS, Dr. Forman was the first Vice President for Corporate Responsibility for a Dubai Holding company, Tatweer, based in Dubai. Before moving to Dubai, Lori worked for five years with Microsoft as the Regional Director of Community Affairs for Asia. Based in Singapore, she oversaw the regional management of Microsoft’s competitive grants programs, disaster assistance, and software donations throughout Asia-Pacific. An important part of her work was the identification and development of partnerships with regional and international organizations. Prior to joining Microsoft, Lori served in two senior positions in the US government: US Alternate Executive Director on the Board of Directors of the Asian Development Bank in Manila, Philippines, and Assistant Administrator for Asia and Near East of the US Agency for International Development. At ADB, she was a member of the Development Effectiveness Committee and the Professional Women’s Council. Appointed as USAID Assistant Administrator by the President and confirmed by the US Senate in 2001, she directed US foreign assistance programs throughout the Asia and the Near East regions, totaling nearly $3 billion annually. This was Lori’s second time in USAID, having served as a special assistant and program officer in the agency for seven years from 1983-90. In between her times at USAID, Dr. Forman was in the NGO sector, as the Director of the Japan Program for The Nature Conservancy, one of the world’s largest environmental organizations. Lori worked closely with the Japanese foreign aid agencies and major corporations to support environmental projects in the developing countries of Asia, Pacific, Latin America and the Caribbean. During her tenure, she raised over $40 million for these projects. Lori has also served on the board of various organizations. In November 2007 she was appointed by Secretary of State Condoleezza Rice to serve on the Board of Governors of the East-West Center, a national educational institution established by Congress to promote better relations and understanding between the United States and the nations of Asia and the Pacific. Lori began her post-graduate career in Washington DC, serving as the Senior Political Analyst for the White House pollster. She has a BA from Augustana College, and a Masters of Public Policy from the Kennedy School of Government, Harvard University. In 2012, she received her Ph.D. from Keio University in Japan.
(Dr.) Captain Hassachai Mangkang
Deputy Director, Staff Affairs Faculty, Naval Education Department, RTN
Captain Hassachai Mangkang, RTN graduated from the Armed Forces Academies Preparatory School class of 1990 and from the United States Naval Academy, Annapolis, MD, class of 1997 with Bachelor of Science (Mechanical Engineering). After graduation, Captain Mangkang served as Communication Officer, Navigation Officer, and Gunnery Officer on board various RTN ships in Amphibious Squadron, Mine Squadron and Frigate I Squadron from 1998-2002. Captain Mangkang received a Scholarship from the Institute of Advanced Naval Studies to continue studying Ph.D. in International Relations. In 2010, Captain Mangkang received a Doctor of Philosophy in Political Science, majoring International Relations and minoring in Political Theory and Comparative and Thai Politics. The Ph.D. dissertation was Australia’s Foreign Policy Towards the East Timor Issue, 1991-2002: The Roles of a Middle Power. After receiving the doctorate degree, Captain Mangkang has worked as lecturer and deputy director in Advanced Academic Branch, Naval Education Department of the Royal Thai Navy since 2011. Meanwhile, Captain Mangkang joined the Naval Command College class of 2013 in the United States Naval War College in Newport, RI. Captain Mangkang has regularly written articles and translated works on maritime strategy and international politics from English to Thai, such as Some Principles of Maritime Strategy by Sir Julian S. Corbett and The Twenty Years’ Crisis, 1919-1939 by E. H. Carr. Currently, Captain Mangkang is Deputy Director, Faculty of Staff Affairs, Advanced Academic Branch, Naval Education Department.
Captain Nawee Luthaivathunyou

Captain Nawee Luthaivathunyou started his military education at the Armed Forces Academies Preparatory School as the Class of 1993. Then, he continued his education in the Royal Thai Naval Academy (RTNA) in 2000 for 5 years before graduated with a Bachelor of Electrical Engineering (graduated with First-Class Honors). As the rank of Lieutenant, he completed the Line Officer Course, the mainstream course for the junior ranks for RTN officers, with the highest rank in 2008. After succession with the Line Officer Course, Captain Nawee pursuit his education in the Royal Thai Naval Command and Staff College (NCSC) from 2012 to 2013, where he graduated, again, at the top of the class, evident by the Excellent Staff Paper Prize. In addition, his research paper was awarded also by the topic of "The RTN Personal Development in Network Centric Warfare" in the same course. As a result of his achievement in the command and staff course, he was nominated to join the Australian Command and Staff Course (ACSC) in 2014. For civilian degrees, Captain Nawee also received scholarships to study in a couple of civilian universities including the Queensland University of Technology for a Master of Engineering Systems in 2008, the Australian National University for a Master of Military and Defence Studies in 2014, and Thammasat University for Train the Trainer and Instructor diploma. Regarding Captain Nawee’s work experience, he served on a frigate ship for the first five years after his graduation from RTN Academy. He had the opportunity to traveled and conducted operations mainly in Asia & Oceania regions. He also participated in many law enforcement operations to counter maritime threats such as human trafficking, Illegal migrants and environmental pollution. In addition, he took part of the team for conducting HADR in the earthquake incident in the Indian Ocean in 2004 and tsunami in Thailand as a tragic consequence in his country home. One of the highlights for his military career, Captain Nawee was deployed to the UN mission twice; The United Nations Mission in Sudan (UNMIS) in 2011 as a military observer, and The United Nations - African Union Hybrid Operation in DARFUR (UNAMID) in 2018 as a deputy chief joint operations center. Focusing on policy and planning for safeguarding maritime national interests, Capt Nawee was appointed to many important positions in this field such as the Planning Officer working in the Command Center for Combating Illegal Fishing (CCCIF), the Head of International Policy (bilateral), Naval Operations Department and The Head of Domestic Exercises Group, Office of Exercises and Training, Thai Maritime Enforcement Command Center.

Rear Admiral Sanit Mothina
Director General of Naval Strategic Studies Center
Rear Admiral Sanit Mothina is the current Director General of the Naval Strategic Studies Center (NSSC), Naval Education Department, Royal Thai Navy. His Military Occupational Specialty is Helicopter Pilot. He successfully completed the Armed Forces Academies Preparatory School in 1984 (Class 24). He graduated from the Royal Thai Naval Academy in 1988 with a bachelor’s degree of science in electrical Engineering and completed his pilot training course at the Royal Thai Army Aviation School. After completing the Aviation School course, he was appointed to the Royal Thai Naval Air Division as a helicopter pilot. He served in numerous positions such as Chief of Flight Department in the H.T.M.S. Chakri Nareubet and became an Instructor at the Staff Division, Academic Affairs Department, Institute of Advanced Naval Studies. He was later appointed to be the Director of Strategic Studies Division, Naval Strategic Studies Center and became the Deputy Director General of the NSSC. Prior being promoted to become the Director General of the NSSC, he was appointed as Deputy Chief of Staff of the Naval Education Department. During his career, he attended various of education courses in foreign countries. He completed a Bridge Simulator Instructor Course in Germany then joined the Aircraft Carrier Training Course in Spain. For Staff Course he went to Advanced Command and Staff Course, United Kingdom. At the senior level course, he received a scholarship to attend National War College at the National Defense University, USA and holds a master’s degree in National Security Strategy.
