China: Hybrid Warfare Workshop

The Daniel K. Inouye Asia Pacific Center for Security Studies (DKI APCSS), the U.S. Embassy in Ottawa, the Global Affairs Canada (GAC), the Canadian Department National Defense (DND), the Centre for International Governance Innovation (CIGI), and the William J. Perry Center (WJPC) for Hemispheric Defense Studies are partnering to deliver the China: Hybrid Warfare Workshop.
This five-day program examines the evolving nature of hybrid warfare as employed by China, with particular focus on economic coercion, cyber threats, and strategic risks to the defense industrial base (DIB). It prepares emerging leaders to confront these challenges through interactive sessions that emphasize peer collaboration, strategic dialogue, and applied learning. Participants will connect with counterparts from the Indo-Pacific, Europe, and the Americas to build lasting professional networks.
Objectives:
- Understand how non-kinetic cyber and economic hybrid warfare tactics exert pressure on the defense industrial base and impact national security.
- Analyze China’s hybrid warfare tactics to inform the development of effective countermeasures and deterrence strategies.
- Connect and empower next-generation leaders with a global network (peer and senior-level) to advance defense cooperation.
