WMD Proliferation
Dr. Wieninger discusses the difficult challenge of preventing the proliferation of nuclear weapons and the materials used to create nuclear weapons. He posits that States seek WMD for security reasons while non-proliferation activities focus on interrupting supply. Moreover, some of our counter-proliferation activities exacerbate the security concerns driving proliferation in the first place. These factors have hindered the success of our non-proliferation system, meaning greater risk from nuclear weapons due to theft, accident, or even war. Dr. Wieninger also reviews the history of the terrorists use of WMD, and he offers alternatives to addressing this issue by resolving regional conflict, increasing mutual understanding and devaluing the prestige of WMD.
