VICTORIA, Canada — More than 25 alumni of the Daniel K. Inouye Asia-Pacific Center for Security Studies participated in the 28th annual Indo-Pacific Chiefs of Defense Conference held Aug. 31-Sept. 2, 2026, in Victoria.
The conference, themed “Strengthening Collective Security: Navigating Challenges in a Dynamic Indo-Pacific Landscape,” brought together senior military leaders from across the region to strengthen mutual understanding, cooperation and interoperability among allies and partners. DKI APCSS alumni in attendance included seven chiefs of defense and several senior enlisted advisers who completed the Indo-Pacific Senior Enlisted Leader Subject Matter Expert Exchange.
DKI APCSS Director Suzy Vares-Lum participated in the conference as a moderator for several sessions, including a four-star QUAD meeting. She also met with Alvaro Smith, deputy assistant secretary of war for China, Taiwan and Mongolia.
Following the conference, Vares-Lum said, “I was constantly reminded by leaders at the highest level of their respective organizations about the impact DKI APCSS had on their personal careers and the organizations they represent. The golden lanyard is instantly recognized as a link that binds military leaders in a way that complements the many conferences they attend. It is a sign of the reputation the Center has cultivated over decades.”
The 28th Indo-Pacific Chiefs of Defense Conference was co-hosted by Adm. Samuel J. Paparo, commander of U.S. Pacific Command, and Gen. Jennie Carignan, Canada’s chief of the Defence Staff. Held annually since 1998, the in-person conference alternates between Hawaii and partner nations. The event promotes mutual understanding and interoperability among senior military leaders and reinforces a shared commitment to a free and open Indo-Pacific.
