Whole-of-Society Resilience 2025 (WoSR '25) Workshop

Revisionist state and non-state actors continue to challenge international order and stability, utilizing a range of ever-evolving hybrid threats in order to weaken and undermine their adversaries. This workshop is the third in a series of events aimed at sharing international experiences and best practices in countering these threats, with this iteration emphasizing “Whole of Society Resilience to Hybrid Threats: The Role of Civil Preparedness.”
Objectives:
- Enhance deterrence by strengthening alliances and building partner capacity and resilience against hybrid threats and coercion by revisionist authoritarian powers and malign actors.
- Exchange lessons learned and best practices in civil preparedness in the Indo-Pacific and Europe as a means of building whole-of-society resilience against hybrid threats.
- Strengthen connections between likeminded allies and partners, and identify opportunities for expanded cross-sectoral and international cooperation.
