Law of Military Operations Course (ILOMO) (MASL P176027)

This four-week course for military commanders, legal advisors and their civilian counterparts provides a comprehensive overview on the legal aspects of military operations and the constructive role legal advisors provide in military operational planning. LOMO focuses on the application of international legal standards to military operations, particularly the Law of Armed Conflict, Law of the Sea, Rules of Engagement, Status of Forces Agreements, Environmental Law, Counter-Terrorism and Counter-Piracy. Participants will gain significant understanding of the special challenges faced in the operational setting through an exercise that uses a video-based Fire Arms Training Simulator (FATS). This exercise tests the application of principles of International Law of Armed Conflict, Use of Force, and Rules of Engagement.  LOMO features visits to the United Nations and will take part in cultural familiarization activities under the DIILS Field Studies Program (FSP) in Newport, Boston and New York City.

Recommended Attendees:

- Military and Civilian Legal Advisors of defense and security sector institutions with responsibilities to provide legal advising on matters of international law, military operations, and human rights.

- Commanders and staff officers involved in the design, planning, and execution of military or security operations.

- Other Military officers and civilian officials involved in the planning or oversight of military and security operations.

Course Focus:

A complete overview of law and military operations.
The latest developments in the application of international legal standards to military operations, including the Law of Armed Conflict, Law of the Sea, rules of engagement, status of forces agreements, environmental law and counter-terrorism and counter-piracy.
A Firearms Training Simulator exercise tests the application of principles of International Law of Armed Conflict, Use of Force, and Rules of Engagement.
The combined ILOMO-LOMO sessions offer opportunities to exchange views and develop working relationships with U.S. counterparts.
