DIILS CONDUCTS PFP STATUS OF FORCES AGREEMENT IMPLEMENTATION SEMINAR, UKRAINE, SEPTEMBER 2010
DIILS conducted a seminar in Kiev, Ukraine, 27 – 29 September 2010, on implementing the Partnership for Peace (PfP) Status of Forces Agreement. The seminar case studies were based on the possibility of Ukraine hosting NATO and PfP country military forces during combined exercises, as well as Ukrainian military forces participating in training and other missions in NATO and PfP nations. Participants included Ukrainian 30 judge advocates from the MoD, General Staff, and operational forces, as well as 16 civilian officials from the Ukrainian National Tax Service, Customs Service, and Ministry of Economics, Foreign Ministry, Ministry of Justice, and Security Services.
Key Issues included customs fees, equipment lists and inspections, taxes on fuel and other supplies, criminal jurisdiction and claims. Experts from NAVEUR and USAREUR contributed to discussions on the practical context of the NATO SOFA provisions by presenting case studies drawn from FY10 combined NATO/PfP exercises conducted in the Ukraine.
