Legal Aspects of Maritime Law Enforcement and Security Operations (LAMSO), MASL: P176009
Course Focus:
This four-week course for military commanders, legal advisors, and their civilian counterparts provides a comprehensive overview of the legal aspects of maritime security operations and naval military operations and aims to enhance partner familiarity with international law of military operations and maritime law enforcement. Participants will analyze U.S. maritime law enforcement regulations and procedures and consider their potential applicability as a model for capacity development in their respective countries. Instruction will also include law of the sea, rules of engagement, law of armed conflict, and humanitarian assistance and disaster relief. LAMSO features visits to U.S. military installations to receive instruction from experts in the US Navy and Coast Guard and will take part in cultural familiarization activities under the DIILS Field Studies Program (FSP) in Newport, Boston and New York City.

Recommended Attendees:
- Military and Civilian Legal Advisors of defense and security sector institutions with responsibilities to provide legal advising on matters of international law, military operations, and human rights.
- Commanders and staff officers involved in the design, planning, and execution of military or security operations.
- Other Military officers and civilian officials involved in the planning or oversight of military and security operations.
Course Focus:
- Law of the Sea.
- Maritime Security Operations.
- Use of Force rules and human rights protection.
- Case studies related to Law of the Sea, counter terrorism, detention, counter drug operations, and maritime law enforcement operations.
2020 Course Dates: 10 September, 2020 – 30 September, 2020. All LAMSO participants must attend the 2020 Legal Aspects of Combating Terrorism (LCT) Course. Special COVID-19 Information: Due to COVID-19, travel outside of Newport, RI is unknown currently. If travel is allowed, participants will travel to New York city, where site visits and briefings are planned with the U.S. Coast Guard (maritime security), United Nations Combating Terrorism Committee Executive Directorate (anti-terrorism, consequence management), and an Emergency Management Operations Center (inter-agency coordination in crisis response). Participants also take part in cultural familiarization activities in Newport, RI, Boston, MA, and New York City under the DIILS Field Studies Program (FSP).
