DIILS conducted a seminar to increase the capacity of Azerbaijan to conduct lawful maritime domain operations.  It enhanced the 15 military participants’ understanding of the challenges of maritime rules of engagement and rules for the use of force through lectures, discussions, and small group problems.

The seminar also provided a venue for dialogue between the Azerbaijani Navy and the U.S. Office of Defense Cooperation for planning a bilateral Coast Guard program.
