US, BRAZIL EXCHANGE VIEWS ON MILITARY APPELLATE PRACTICE
Collegial exchange of ideas.
DIILS, in cooperation with the US Army Office of the Judge Advocate General, hosted a visit in September 2012 by the Brazilian Superior Military Tribunal in Washington DC. Led by Minister Maria Elizabeth Guimaraes Teixeira Rocha, the first female member of the Superior Military Tribunal, the delegation spent four days learning about the US military justice system, with emphasis on the appellate system. Highlights of the visit included meetings with Judge James E. Baker, the Chief Judge of the US Court of Appeals for the Armed Forces (CAAF), and with CAAF Judges Scott W. Stucky and Charles E. Erdmann, to examine the role CAAF plays as the equivalent court in the US to the Superior Military Tribunal. The delegation met with LTG Dana Chipman, the US Army Judge Advocate General and BG John Miller, Assistant Judge Advocate General for Law and Operations, to discuss the overall administration and structure of the American military justice system. The Clerk of Court for CAAF and the Clerk of Court for the Army Court of Criminal Appeals discussed how the US military appellate system is administered. This visit, the first of its kind in recent history, resulted in a positive and collegial exchange of ideas about appellate practice that provided useful insights to both nations and may serve as a basis for future U.S. – Brazil security cooperation.
