Legal Aspects of Defense Support of Civil Authorities.

DIILS is pleased to announce the offering of a new resident course called LADSCA, beginning in July 2014.  This course will promote the legal aspects of  defense support of civilian authority in ways that are consistent with democratic rule of law, protection of human rights, and reasonable use of force.  LADSCA also familiarizes participants with international legal mechanisms for timely and consent-based delivery of Humanitarian Assistance and Disaster Relief (HA/DR) to nations struck by disaster.

The course objective is to promote the responsible and effective use of defense resources when called upon to support civilian police and emergency response authorities, and to enhance the capability of partner nations to plan for and receive HA/DR from the United States and other donor nations.

Presenters include experienced U.S. and international practitioners who will relate their experience and discuss best practices for a variety of emergency situations that typically require the support of defense resources.

LADSCA participants visit New York City, where they have an opportunity to meet with experts from the United Nations and local civil authorities.  They will also take part in cultural familiarization activities in Newport, RI and New York City under the DIILS Field Studies Program (FSP).

Course Focus:

• Comparative legal and constitutional basis for military support of civil authorities
• International agreements that provide a legal basis for international HA/DR assistance
• Use of Force rules and human rights protection
• Case studies related to counter terrorism, detention, counter drug operations, maritime law enforcement operations, security for special events and response to civil disturbance
• Battlefield forensics in support of detention operations and criminal prosecution

NOTE: LADSCA replaces the “Stability Operations: Legal Aspects of ROE/RUF Afghanistan” (SOLARA) (MASL P176017) resident course, which will be offered for the last time 22 July-2 August 2013.  SOLARA will continue to be offered as a mobile education team program. The DIILS “Law of Armed Conflict and Human Rights” resident course (MASL P176019) remains available to prepare national forces for post-2014, non-combat, “train, advice and assist” NATO operations in Afghanistan.
