Concentration

International humanitarian law and human rights were the topics of two DIILS seminars in Bulgaria with personnel from the Second Light Infantry Brigade and the 61st Mechanized Brigade of the Bulgarian Army.  The seminars in Stara Zagora and Karlovo focused on the significance of complying with human rights law and/or international humanitarian law across the spectrum of domestic and international military operations.  The engagement featured interactive discussions, case studies and practical exercises, including a re-designed presentation on the Law of Armed Conflict with embedded videos and legal text references.

The 66 participants included the leadership - officers and enlisted - of both brigades.  Because of their breadth of military experience and occupations, they were engaged and eager to share their experiences and viewpoints.  Many emphasized the timeliness of the DIILS seminars relative to their ongoing exercises and internal training evolutions.

The DIILS team was comprised of a DIILS International Operations Officer and the Assistant Staff Judge Advocate of the U.S. European Command.
