DIILS conducted a seminar in Vyskov, Czech Republic, on stability operations and rules for the use of force/rules of engagement in Afghanistan (SOLARA), in advance of a Military Police battalion deployment in support of the International Security Assistance Force (ISAF) and Operation Enduring Freedom in Afghanistan.  Twenty Czech Army Military Police officers and four Ministry of Defense civilians participated in the seminar.  The DIILS team made effective use of case studies to enable participants to analyze the legal challenges associated with developing and implementing rules of engagement (ROE) in coalition counter-insurgency efforts.  The seminar emphasized prevention and mitigation of collateral damage and civilian casualties in the Afghanistan area of operations.  This was the fifth SOLARA seminar DIILS has conducted in the Czech Republic in two years.
