The Defense Institute of International Legal Studies (DIILS) hosted officials
from the Royal Moroccan Armed Forces for a CONUS seminar on the legal
aspects of cyber operations.   Conducted under the auspices of the Combating
Terrorism Fellowship Program, the seminar addressed the legal aspects of
cyber security, enforcement and defense, e.g., combating criminal and terrorist
activity in the cyber domain, cyber security and monitoring of government-controlled
networks, and military cyber operations.

The Kingdom of Morocco, a long-standing U.S. ally, is enhancing its military
capabilities, to include cyber security capacity.  This seminar supported
interagency objectives for cyber security cooperation between the U.S. and
Morocco and helped Morocco pursue more effective engagement in cyber
enforcement and cyber security activities within the rule of law.

Highlights of the 14-25 June 2014 seminar in Washington, DC and New York
City included meetings and discussions with the Department of Justice's
Computer Crime and Intellectual Property Section, the Department of Homeland
Security's National Cybersecurity and Communications Integration Center,
the Defense Computer Crimes Center, National Defense University's iCollege,
the International Committee of the Red Cross, the New York City Police
Department's Intelligence Division and Counter-Terrorism Bureau, and the
Federal Bureau of Investigation.
