DIILS recently conducted a seminar on The Law of Armed Conflict and Human Rights in Iraq for some 37 military and civilian participants from the Ministries of Defense, Interior and the Counter Terrorism Service.  The goal of the seminar was to build institutional capacity for more systematic adherence to human rights in military operations, as Iraqi forces prepare to assume responsibility for all military operations in Iraq.  The seminar addressed timely human rights topics, to include Observing and Respecting Human Rights, Rules of Engagement, Rules for the Use of Force, the Law of Armed Conflict, Human Rights in Detention and Interrogation Operations and International Human Rights Agreements.  The DIILS team consisted of Army, Air Force, and Marine Corps judge advocates.
