In accordance with section 1206 of the National Defense Authorization Act for Fiscal Year 2006., P. L. 109-163, DIILS conducts seminars on international human rights and humanitarian law standards, with presentations on the usefulness of developing rules for the use of force in performing security and law enforcement functions and of developing and implementing rules of engagement for military operations.

The seminar educated participants on relevant legal standards in applicable international agreements and customary international law, providing examples of domestic human rights and humanitarian law. Following briefings on relevant multilateral international agreements related to human rights, the participants discussed the similarities and differences between human rights and international humanitarian law.
