DIILS ENGAGES WITH CAMBODIANS IN OPERATIONAL AND HUMAN RIGHTS LAW SEMINAR

Cambodia OPSLAW & HR

DIILS recently completed an Operational Law and Human Rights seminar in Phnom Penh, Cambodia.  It was attended by 28 officers of the Royal Cambodian Armed Forces (RCAF), and focused on the impact of human rights law on domestic military operations.  Using case studies and lessons learned from recent US experiences in border security operations and managing domestic unrest, the DIILS team emphasized that the universal concept of right to life requires more restrained Rules for the Use of Force for domestic missions than for international armed conflict, which falls under international humanitarian law. The team also discussed the importance of conducting prompt, independent, impartial, and thorough investigations of every suspected human rights allegation.  The participants expressed their appreciation to DIILS for conducting a program focused on their interests and for the U.S. willingness to share lessons learned.
