NEWPORT -- 41 participants from 30 countries attending DIILS's 18th Legal Aspects of Combating Terrorism (LCT) course learned the international law and legal principles that govern national and international responses to terrorism in three contexts: internal disturbances (domestic crime); internal armed conflict (a common tactic of insurgents); and international armed conflict. During the course, practical exercises require participants to apply these principles to realistic scenarios, such as the identification and selection of lawful targets. The LCT course is designed for military officers and civilian officials who are, or plan to be involved with combating terrorism through law enforcement or military means.
The LCT participants shared their counterterrorism experiences during class discussions and their respective in-class presentations on particular aspects of combating terrorism. These activities emphasize peer-to-peer learning through the exchange of national lessons learned that inform the development of international best practices for combating terrorism in accordance with the rule of law.
The next offering of the LCT course (MASL P176028) is 19 March to 5 April 2018.
