2025 San Diego Process: Quad Critical and Emerging Technology Forum

From 16–18 June 2025, the 3rd San Diego Process (or SDP) gathered innovators, subject matter experts and government officials together to discuss ways to enhance critical and emerging technological cooperation amongst the four Quad member states. The SDP meets annually and is the result of a sustained cooperative effort by institutions across the Quad, including the University of Tokyo, Australian National University, the Australian Strategic Policy Institute, the Council for Strategic and Defense Research, the Observer Research Foundation, the Quad Investors Network, the Daniel K Inouye Asia-Pacific Center for Security Studies, and the Near East South Asia (NESA) Center for Strategic Studies.

The event featured 73 participants representing private industry, venture capital, academia, and government institutions from each of the Quad states. The SDP is to continue in 2026 with Australia hosting with a target timeline of late June. The report that follows provides a consolidated overview of the event’s deliberations that are broken into key takeaway and recommendation sections.
