On 28 March 2023, the Atlantic Council released the report "Fostering a Fourth Democratic Wave: A playbook for countering the authoritarian threat" by Hardy Merriman, Patrick Quirk, and Ash Jain. The report is a joint project between the Atlantic Council's Scowcroft Center for Strategy and Security and the International Center on Nonviolent Conflict (ICNC), aimed at catalyzing support for nonviolent pro-democracy movements fighting against authoritarian rule.

The report's release comes ahead of President Biden's second Summit for Democracy, which he will co-host with the leaders of Costa Rica, the Netherlands, the Republic of Korea, and the Republic of Zambia on 29-30 March.
