Students and Faculty from Paraguay's Institute for Advanced Strategic Studies Visit the Perry CenterRaul Neine | 07 Apr 2025On March 31, 2025, 47 students and faculty members from the master’s program in National Strategic Planning and Conduct (PMPCEN, known for its acronym in Spanish) at Paraguay’s Instituto de Altos Estudios Estratégicos (Institute for Advanced Strategic Studies – IAEE) visited the William J. On April 1, 2025, the William J. Perry Center for Hemispheric Defense Studies welcomed a group of eight security cooperation and bilateral affairs officers assigned to US embassies across the Western Hemisphere. Perry Center Director, Dr. Paul Angelo, and Associate Director of Outreach and Communications, Dr. Holly Peirce, welcomed the officers and provided an overview of the center’s mission and recent activities. From March 5-13, 2025, the William J. Perry Center for Hemispheric Defense Studies, in partnership with the Argentinian National Defense University (UNDEF), hosted the Defense Governance Amid Complex Threats (GDAC) course in Buenos Aires, Argentina. The two-week course, which addressed the needs and concerns of partner nation security and defense professionals, combined virtual and in-person activities to strengthen defense institutions’ ability to manage complex threats within a democratic framework. From February 3 to 7, 2025, the Perry Center, in partnership with the Guyana National Defence Institute, delivered its mobile Strategy and Defense Policy (SDPm) course in Georgetown, Guyana. This course, designed to equip both civilian and military personnel with the tools to navigate complex security and defense challenges, was led by Perry Center Professor Dr. David Spencer, with support from Professor Celina Realuyo and Visiting Professors Dr. Roman D.
