Argentine Delegation Visits the Perry Center to Discuss Women, Peace, and Security

On August 22, 2016, the William J. Perry Center for Hemispheric Defense Studies hosted a delegation of four Argentine defense professionals as part of U.S. Southern Command’s support to the National Action Plan on Women, Peace, and Security. Accompanying Rear Admiral Maria Ines Uriarte of the Argentine Navy was a delegation that included Colonel Elizabeth Maria Sotelo of the Argentine Air Force, Lieutenant Colonel Luz Ivone Perdomo of the Argentine Army, and Ms. Carolina Urtea, a Ministry of Defense civilian responsible for overseeing the development and implementation of inclusive gender policies for the armed forces. Notably, Rear Admiral Uriarte holds the distinction of being the first female flag officer in the history of Argentina’s Navy. Director Mark Wilkins joined Perry Center faculty and these distinguished guests to discuss opportunities for U.S.-Argentine cooperation to promote the participation of women across the spectrum of defense professions, including in combat roles.

“We are so honored to have received this group of exceptional women. All of us agreed that the full participation of women is essential to enhancing the effectiveness and efficiency of defense institutions,” stated Dr. Alejandra Bolaños, Associate Professor at the Perry Center. All Argentine armed services were represented, and each guest contributed unique perspectives on the importance of incorporating the vision, talent, and leadership of women into defense decision-making processes.

Other activities during the delegation’s week in Washington include meetings at National Defense University’s College of International Security Affairs (CISA), the National Women’s Law Center, and the U.S. Institute of Peace (USIP).


La delegación de Argentina visita el Centro Perry para discutir mujeres, paz y seguridad
El 22 de agosto, 2016, el Centro de Estudios Hemisféricos de Defensa William J. Perry recibió una delegación de cuatro profesionales de defensa de Argentina como parte del apoyo del Comando Sur de los EE.UU. para el Plan Nacional de Acción sobre mujeres, paz y seguridad. Acompañando Contralmirante Maria Ines Uriarte de la Armada Argentina, era una delegación que incluía a la Coronel Elizabeth Maria Sotelo de la Fuerza Aérea Argentina, Teniente Coronel Luz Ivone Perdomo del Ejército Argentino, y la señora Carolina Urtea, una funcionaria del Ministerio de Defensa responsable de supervisar el desarrollo e implementación de políticas de género inclusivas para las fuerzas armadas. En particular, la Contralmirante Uriarte tiene la distinción de ser la primera mujer contralmirante en la historia de la marina de guerra de Argentina. El director Mark Wilkins se unió a los profesores del Centro Perry y estos distinguidos invitados para discutir las oportunidades para la cooperación EE.UU.- Argentina para promover la participación de las mujeres en todo el espectro de las profesiones de defensa, incluso en funciones de combate.

Todas las fuerzas armadas Argentinas estuvieron representadas, y cada invitado distinguida contribuyó perspectivas únicas sobre la importancia e incorporar la visión, el talento y el liderazgo de las mujeres en los procesos de toma de decisiones de defensa.

Otras actividades durante la semana de la delegación en Washington incluyen reuniones en el Colegio de la Universidad de Defensa Nacional de Asuntos de Seguridad Internacional (CISA), Centro de la Ley Nacional de la Mujer y el Instituto de Paz de los EE.UU. (USIP).
