Professor Saira Yamin indicates that while many governments say they will not negotiate with terrorists, many have actually negotiated with them. She analyzes why States don't want to negotiate with terrorists, then she discusses some of the benefits of enaging the terrorists and some of the international good practices. Finally, she offers several strategies and tactics to use in negotiations.
