Representatives of the Defense Institute of International Legal Studies (DIILS), Mr. John Phelps, the Middle East and Central Asia Regional Program Director and Major Christian Pappas, USMC, the Middle East and Central Asia International Operations Officer, conducted a Human Rights Seminar on March 30-31, 2010 in Manama, Bahrain with members of the Bahraini Ministry of Defense, Ministry of the Interior and Maritime Enforcement Agency at the invitation of the U.S. Embassy, Bahrain, Office of Defense Cooperation.
The two-day seminar was hosted and participation organized by U.S. Embassy in coordination with the Bahraini government. The participants discussed a variety of Human Rights topics including the Rules of Engagement, Rules for the Use of Force, the Laws of International and Internal Armed Conflict, Targeting, and the Arab Human Rights Agreement.
Each participant shared their insights on the importance of the military's role in protecting the internationally recognized fundamental human rights of citizens. By facilitating inter-ministerial discussions, the seminar provided a unique opportunity for the participants to discuss common issues they face and their relative solution.
