DIILS LAUNCHES MILITARY JUSTICE REFORM SEMINARS IN MEXICO
Led by its Director, Col John A. Dyer, JA, USAF, DIILS conducted the first of a series of military justice reform seminars in Mexico City in August 2010. Held at the request of NORTHCOM, the seminars are designed to advance Mexico’s constitutional reforms, enacted in 2008, that include changing the judicial system to a more transparent, American-style adversarial system. DIILS’ seminar highlighted processes and roles within the U.S. military justice system. Using lessons learned from U.S. experience in adversarial criminal litigation, DIILS challenged the participants’ thinking about the military justice system and the roles of the respective players in that process. At the conclusion of the seminar, participants, including JAG officers from the Mexican Army, Secretaría de La Defensa Nacional (SEDENA) and the Mexican Navy (SEMAR), formulated training recommendations for U.S. assistance in military justice reform. DIILS looks forward to continuing this important relationship with our neighbors from Mexico.
