DIILS SOFA EXERCISES PREPARES THE WAY FOR FUTURE COOPERATION
LCT participants engage in group discussions.
Recent deployment of 100 U.S. troops to Niger was preceded by the signing of a Status of Forces Agreement (SOFA) between Niger and the United States. The deployment, designed to promote regional stability in support of U.S. diplomacy and national security, comes as Al-Qaida and other extremist groups have been operating in neighboring Mali.
SOFA Instruction and practical exercises are a common feature in DIILS Resident and Mobile legal education Programs. For example, participants attending the "Legal Aspects of Combating Terrorism" (LCT) learn about the main provisions of a SOFA and then engage in role play exercise involving SOFA negotiations between a host nation and visiting military force.
Officers from Niger participated in LCT in 2006 and 2007.
