Legal Aspects of Combating Terrorism (CT) Mobile Seminar (CbTFP-Funded, MASL P309063)
The DIILS Legal Aspects of Combating Terrorism (CT) seminar addresses the multi-faceted problem of how to defeat terrorism while adhering to the rule of law. Seminar topics include: the military response to terrorism, including rules of engagement and use of force; the law enforcement response to terrorism, including investigations, prosecution, international law enforcement, money laundering, and the involvement of organized crime; maritime security and terrorism, if applicable; border security; defining terrorism and the differences between international terrorism and internal armed conflict; and how interagency cooperation can enhance the fight against terrorism. Presentations by subject matter experts and DIILS staff, case studies of current events, discussion problems, and group and individual presentations create an effective and practical experience for the participants.

There may be circumstances in which a DIILS seminar is conducted in the Continental U.S. (CONUS). A CONUS Seminar is identical to a standard DIILS seminar or CT seminar except that the seminar location will be determined by the nature of the mission. DIILS CONUS seminars are customized events that address significant legal issues faced in the region, and are presented as a seminar or a workshop. Topics are determined according to host country needs, SCO requests, and any prior DIILS experience in the countries, including survey and planning visits.

DIILS conducts an initial visit to a country prior to designing a program. Our goal is to obtain a thorough understanding, through interviews and meetings, of the challenges and trends that impact requirements for rule of law engagement. These visits ensure DIILS develops a plan that aligns with strategic objectives, and provide an opportunity for in-country organizers to better understand other issues that affect program success, such as venue, interpretation services, and prospective participants.
