DIILS SEMINAR IN NIGER SUPPORTS GLOBAL TRAIN AND EQUIP PROGRAM
The Defense Institute of International Legal Studies (DIILS) conducted a two-day seminar on human rights and the law of armed conflict in Niger, as mandated by DoD Instruction 5111.19 (Global Train and Equip Program) and Section 2282 of the 2015 NDAA. The DIILS team of U.S. Army and Air Force judge advocates led the seminar in Niamey in support of US capacity-building efforts in Niger. The seminar participants included key leaders from the Nigerien Air Force, which is developing Intelligence, Surveillance and Reconnaissance (ISR) capabilities, and from an Army Counter-Terrorism battalion.
One Nigerien participant commented, "This kind of instruction should happen all over the continent, because it's here that human rights are violated." Another offered that "this seminar taught me a lot about human rights and international humanitarian law and will help me accomplish my mission as a military member." Finally, one participant stated, "I encourage you to continue to sensitize our armed forces... thank you DIILS, we learned a lot with you."
