Maluhia 2023: Promoting a Collaborative Policy Environment
In 2018, the Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) launched a high-level workshop series focused on the strategic approach to the Indo-Pacific. Through formal plenary sessions, breakout groups and sidebar discussions, participants in these Indo-Pacific Strategy workshops have debated and defined the core principles underlying a shared vision of the Indo-Pacific, identified inhibitors and enablers to achieving that vision, and informed the drafting of national strategies and action plans throughout the region.
In April 2023, DKI APCSS will continue this series with “Maluhia 2023: Promoting a Collaborative Policy Environment.” With a foundation of shared principles and a growing number of published strategies, this workshop builds upon the outcomes of the previous sessions. The conversation now turns to collaboration. While large-scale collaborative initiatives such as AUKUS, Partnership for the Blue Pacific (PBP) and the Indo-Pacific Economic Framework (IPEF) have been launched, success in securing a free and open Indo-Pacific also requires collaboration at a variety of levels and as a matter of habit.
To get to this point requires a policy environment that enables collaborative action. During Maluhia 2023, participants will consider: Beyond the large-scale initiatives, which priority actions to support a free and open Indo-Pacific require integrated approaches and expanded international collaboration to succeed? Is that integration or collaboration inhibited by any policy gaps or conflicts? How can policies related to export controls, regulatory requirements, combined exercise agreements and other mechanisms be crafted to enable cooperation? What opportunities exist for multilateral policy improvements? Workshop participants will be senior officials from governments in the Indo-Pacific region, Europe, Canada, and senior U.S. officials from DefenseDepartment, StateDepartment, and the National Security Council.
