DIILS DISCUSSES LAW OF ARMED CONFLICT, RULES OF ENGAGEMENT AND HUMAN RIGHTS WITH UZBEKISTAN

DIILS recently completed a Legal Considerations in Military Operations Seminar in Uzbekistan.  The seminar, held in the historic capital, Tashkent, was attended by 24 military officers and one representative of the Ministry of Interior.  The event focused on the law of armed conflict (LOAC) in international and non-international armed conflict, as well as the impact of human rights law on military operations.  Other topics included rules of engagement, rules for the use of force, transparency in military justice, detention operations, torture, and the role of lawyers and commanders in military operations.  A highlight of the seminar was the participation of army judge advocates from Colombia and the United Kingdom.  The Colombian judge advocate addressed the legal aspects of conflict in Colombia involving the FARC and other terrorist organizations.  The British judge advocate addressed the impact of the law on their operations in Northern Ireland, Iraq and Afghanistan.  The attendees appreciated the ability to examine the approach of three nations to LOAC and human rights as it applies to military operations.
