On 12 December 2023, the Congressional Research Service published the In Focus report, "Coup-Related Restrictions in U.S. Foreign Aid Appropriations," on the events in Africa and Burma that have brought attention to a provision in annual State, Foreign Operations, and Related Programs (SFOPS) appropriations legislation that restricts U.S. foreign assistance following a coup d’état.
