DIILS JOINS DIRI TEAM FOR NEPAL MOD WORKSHOP
DIILS Deputy Director Scotch Perdue presenting at seminar
in Nepal, November 2012.
DIILS Deputy Director, CDR Scotch Perdue, and Special Assistant for Plans and Strategy, Mr. Jeffrey Stefani, supported a workshop on MOD Processes led by the U.S. Defense Institution Reform Initiative (DIRI) program. The workshop in Kathmandu, attended by the entire Nepalese MOD leadership and professional staff, focused on process analysis in four areas: Administration and Management, Human Resources, Policy Planning, and Legal/Human Rights.
This eighth DIRI engagement with Nepal was the first to focus on the work processes of the recently established MOD. A number of Nepalese cabinet-level officials and Army leaders presented their views on the challenges facing the MOD staff and offered recommendations for the way ahead. In plenary, DIILS provided a comparative analysis of the effectiveness of centralized and decentralized legal support structures, while the legal working group discussed ways to improve the coordination process with the other MOD staff elements.
